The folks on the bicycles were photographed in Golden Bay which is in the north west of the South Island of New Zealand last year and were celebrating nude week. This years cyclists numbered over 100 people. The local mayor called for the police to arrest all those taking part and who were naked but the police couldn't/didn't as nudity without anything offensive/suggestive/obscene is not illegal in New Zealand.
