The official legal line in FL is that body paint is not sufficient. In reality, in the party zone (Duval St and adjacent streets for one block from about Truman Ave to Mallory Square) paint on breasts is fine during all of FF. By Thurs- Sat body paint as bottoms is OK. Even no paint at all will not cause problems, especially at the north end. Be aware that you can bare it all in most of the bars, and even have "public" sex at the "private" parties at Kelly's and 801. (edit: be more conservative during daylight hours, and more outrageous after dark, when the fun really begins.)
FF brings about 50,000 people spending thousands of dollars each to Key West. The KWPD budget needs this money.
The KW cops are pretty laid back. But they have to import cops from further away to maintain reasonable security, and some of these cops don't really get with the program (when I was marching in the parade one year, this one cop in the middle of the street was scowling so bad I thought he was have a hernia).
So bring a cover-up, and put it on if a cop tells you to. Be very polite and comply immediately. Walk a block and take it off again. No problem.
