It isn't a matter of priorities as far as crimes go. A police department's efficiency is judged by how many arrests ("getting x number of criminals off the street"), not the scope of the crime. So they go after the easy busts. Murders are a bit more difficult to solve than trying to figuring out which woman has taken her top off in public.

Equally illegal as far as the statistics go.
