For years I've heard it's legal to go topless in NY if it does not draw a crowd. WTF? I can see why that does not work!

One year during a Bike Week event in Daytona they were gonna have a nude march down Main Street. My wife wore a tiny top and planned on removing it for the march. Her and others were stopped 1/2 block from the pier where the march was to start and warned they'd be arrested, taken to jail, booked, and fined something like $250 then have a record.
By the time we got through the very big crowd, and many policemen, the main group of topless women were part way down main street and rumors were had been arrested. My damned wife still wanted to take off her top after another group of cops threatened her saying "lady just act like you are taking that top off and we'll arrest you."
It wasn't the $250 fine I worried about. After 50 years of flashing and going topless, having a record is not a good thing if she plans on any more boob showing other places. Se we marched with others covered.
What gets me is they make such big deals yet thousands of people come to watch. I guess ya gotta be politician, actor, or sports jock to show tits!
