paying to go topless?

I am perplexed though, re the idea of having to pay (extra?) for the 'privilege' of going topless, at a hotel pool.
At most hotels I have been to, in sunny parts of Europe at least, all areas are open to all and part of your room charge (apart from personal services- hair salon, massage, etc).
Topless is entirely optional. Full nudity maybe be frowned upon, depending on the general clientele!
