We've all been there. Here is Toronto the women are quite vigilant and defensive.
I think the laws have changed from public mischief to more serious consequences.
Camera phones are also made to be noisy on purpose etc.
Women dress quite daringly everywhere and are more open to showing off for the guys they like/find attractive, than the ones they don't.
Luckily attitudes of women differ as well and some are more liberal in some places compared to others.
