I think it also depends on what's going on around them. My wife will happily go naked on a nude beach because everyone else does the same and she's lost in a crowd of strangers.
She probably wouldn't even go topless if most women were fully clothed because she'd be the centre of attention.
She wouldn't even go topless in front of female members of her family, but happily naked in front of a crowd of strange men. Don't try to understand it, just enjoy it.
