Bare Pool at The Mirage allows topless but not nude.
Venus at Ceasars allows topless but not nude.
Mandalay Bay has a pool that keeps going back and forth on whether or not it allows toplessness. I can't remember the name.
I've been to all three several times with the wifey. I Bare Pool better. It is smaller and gets more crowded. The topless numbers can get as high as 30%. Also it is important to note that Bare Pool allows cameras, whereas Venus does not and will kick you out if you have a camera.
