I've seen women in stores and elsewhere that gave a show down a blouse or up a skirt, mostly unintentional but a few intentional.
1. I was shopping in a large department store some years back and a very pretty blonde woman was in the bra department as was my wife. This young woman was wearing a tube top and every time she found a bra she liked, she just flipped her tube top down, tried on the bra and then took off the bra and pulled her top back up. On a couple of occasions she left her top down to go from one bra trial to another. She had very nice C-cup breasts and didn't seem to care who saw them.
2. At one time, I had several pet non-venomous snakes. A neighbor lady brought her young son over one day to see the snakes. She was wearing a tank top and no bra. I was holding one of the snakes and letting her son pet it. She sat in a chair and leaned over with him. Her tank top tented open and I got a great view of her small A-cup breasts for about 10-15 minutes. Several years later, I mentioned it to her and she said that they were so small that she didn't think anyone would care or look. I told her they were still quite sexy and she lifted her top and showed them to me asking me if I really thought so.
3. Another time shopping, a young pretty mom had a young boy tagging along next to her. He asked to be picked up and when she bent down to get him, her blouse hung open not more then 3 feet in front of me. She didn't seem to notice until as she was picking up the boy, he pulled on her neckline, exposing her breasts. She looked at me, turned red and apologized. I told her no apologies needed.
4. Yet another time shopping, another young mother had three young kids with her. I could tell she wasn't wearing a bra by the way she jiggled with every movement. But that wasn't the best of it. She was holding an infant in her arms when two of her kids tugged on her long skirt at the same time, but from opposite sides and it went straight to the floor. She wasn't wearing panties and her nice blonde bush was in plain view for about 15 seconds as she tried to pull it up with one hand.
