My (then) girlfriend used to work in a clothing store in London and one year they had little tags on swimsuits and bikinis saying something like "Please keep your underwear on when trying on these garments". Even then, she told me they used to get a few 'soiled' ones . . .
The next year ( I think) she told me that there were little shields of clear plastic film tacked into the crotch of each costume. So I'd guess the polite request hadn't worked too well.
