There's a flag saying "... Institut" and "... Besitz". Plus there's a sign announcing "Landlos im"
A little googling reveals that there's a "Ibero-Amerikanisches Institut" in Berlin that belongs to "Stiftung Preußischer Kulturbesitz" (ibero-american institute of the foundation of Prussian cultural heritage) that happened to have an exhibition "Landlos im Nordosten Brasiliens" (without land in northeastern Brazil) in july and august of 2006.
So I guess it's safe to assume that these pics were taken at Folsom Europe in 2006
