I have often noticed this as well and wondered why they do it and I now think that we have been looking at it from a male perspective as to what we would do and not from the female point of view. I think to women it is the breasts that represents their femininity in the same way that for men it is the penis that represents their masculinity. You will notice that so many women these days have boob jobs even though most men (70% I believe) hate fake tits or are at best neutral. I reckon they are doing it to impress other women or to convince themselves that they are more of a woman. You can just imagine the chaos if penis enlargement through surgery was available!! The vagina is usually hidden and if standing up and still hairy then not much is seen anyway so covering the boobs first is an automatic reaction for them and as previously mentioned gripping the legs together will hide quite a lot.
