The picture in question was from Flickr.
When it comes to photos posted on Flickr, many photographers make their pictures available to others through a "Creative Commons" license that is an alternative to claiming "full copyright" legal protection, which the Flickr user claimed in this case.
Perhaps, it would have been more accurate to say "the Flickr user isn't making the picture available to others under a Creative Commons license so it can't be posted here," but just saying "its copyrighted" gets that message across more simply.
