Let the OP answer, of course, but if I recall correctly it was some kind of protest somewhere in Europe, against the availability of public facilities for men, but not for women. So, some women got together and peed in protest. "All those people" are the lucky sonsab*tches who went down to the town square and got to watch some nice ladies squatting in broad daylight.
