Let me see if I can explain this. Let's say the original image is 100 pixels by 100 pixels (for simplicity sake):
1. Reduce the image to 25% of it's original size (so you will shrink it from 100 pixels to 25 pixels)
2. Scale the new image by 400% (basically, multiplying the current size of the image by 4. In other words, taking your 25 pixel image and increasing its size by 400% would result in it being 100 pixels -- back to its original size)
