Yes, they used to be called "bandit" runners, and they've been discouraging it for the past couple years. This year I believe they actually threatened to remove non-registered people from the course. That, along with the ban on backpacks, is a direct response to the terrorist attack at the Boston Marathon. Anyway, I think most are registered now, for that reason.
