Step 5 in this case would probably be to deselect the area and begin touch-up work. In this case, I could probably restore this image almost completely. However, most censored images aren't this easy. They have varying levels of transparency, or organic shaped boundaries, or various filters applied to them.

But this shows the basic priniciple of how something with some transparency and contrast can be enhanced to be much more revealing.
