Look. the picture is from the mandalay bay looking toward the airport. there is a main road between the Excaliber and the Luxor. The bright lights to the right of the picture are from rhe airport. There are no other hotels like you are asking for because we are looking sideways at the strip not down the strip.

Luxor doesn't have the lighted band of white lights 1/3 of the way down, and doesn't have green/red lights on it's edges.

Also, the Excalibur doesn't have blue lights on the top spanning each tower. It only has blue lights on the corners of the towers, so that building in the background can't be Excalibur.

Using street view I can't duplicate the view because it is just too low of an angle but I can come close enough that I can't rule it out.
Edit.. I didn't find any evidence of that lighting scheme either, was just trying to see if it was even physically possible to get that view. It hasn't been lit like that anytime I've been in Vegas that I can remember.

My guess would be that this was taken in Dubai, in the United Arab Emirates.
They're working with several of those in the city, with at least one already built.
Also, Dubai is in the news a lot as a city in a VERY conservative area that is the
exception, a sort-of oasis of business, entertainment, and generally interesting stuff.
Naturally, some Arab countries with no attractions, aging industries, and no fun
disapprove.

The guess of Dubai is pretty good, let's keep going with places like that, knowing that we can eliminate Memphis and Las Vegas.

I have included a KNOWN Vegas pic to show the spacing. From Left to right (South to North): Mandalay Bay, Luxor, Excalibur, NYNY, Tropicana, and MGM Grand. See how the pic in question would not fit into Las Vegas.

That picture was from the Mix Bar at the top of The Hotel which is attached to Mandalay Bay.
I was there this weekend for Halloween and I have a picture taken from the same overlook and it looks exactly the same

What gives the original away is the waste high half window.
That runs across the entire balcony of Mix
You can see the glass in the photo I posted

Like I said, it was not taken in Las Vegas. Thanks to Slate787, who showed that it was a Imax theater in Israel.
