Its very possible that picture is over 10 years old, judging by the TV with the VCR in the background, which might explain their ignorance to the internet. Other than that they could be naive to how sexual their breasts are, could be drunk and it probably has something to do with that mob mentality (....if everybodys doing it....) And being in their comfort zone being around friends.
