I've seen that pic before - it's a still from a fetish video. It's from a "wet and messy" website that has lots of vids of girls getting wet, usually with clothes on.
I can't exactly recall the name of the site though - been a while, but a Google search for "Wet and Messy" should turn it up - it was a big website, so it should be near the top of the search results.
