That's from the first issue of The Ex-Mutants, published by Malibu Comics back in the early 1990s, about a group of hideously deformed mutants who get a genetic make-over by a benevolent but mysterious scientist, who, in gratitude, go out and fight crimes in one of those post-apocalyptic future scenarios you're always seeing...was a fairly decent series, as I recall...they kept coming up with ways for the female characters to keep losing their clothes...
