I was watching "13 Going On 30" the other day and after this scene I wondered if I had missed something. I went back later and checked it frame by frame and found something I thought was funny. The scene that played in the actual movie was different from the scene that was on the DVD in the extras section.
It looks like they cut 2 frames from the movie section, and both of those frames were upskirts.
