In Europe it's quite common.
For istance in France, Spain and Greece on the beaches a large part (sometimes the majority) of women are topless.
In Germany, Austria and Holland topless is sometimes close to 100% and sometimes full nudity is common on beaches, sea, rivers and lakes.
