Does anyone know the story behind Balongendansen and the contest rules?

I would like to use balongdansen wearing "red flannel underwear (USA is ultra conservative and naked skin is not acceptable) for an adult social club "no talent show."

Does anyone know the name of the tune and it it is available in the USA.
