That picture was from the Mix Bar at the top of The Hotel which is attached to Mandalay Bay.
I was there this weekend for Halloween and I have a picture taken from the same overlook and it looks exactly the same

Shok, still waiting for your proof pic, but here's others that show the scene you are describing, that were actually taken in Las Vegas. I really do appreciate the attempts to help, I'm just trying to get the focus away from Vegas and towards the actual location!
