Looks like it was taken at Goa, India. This is a strange phenomenon, one that I have observed many times among my friends circle as well. Their wives or my female friends are quite comfy displaying their bottoms while covering their top. They would change in the beach or basically keep their shirts or T shirts on while giving a good view of their lowers.
