After all these years, I think this could be a new contender for my fav ever nude calendar shot!
Consider how these photos are normally taken: the ladies arrive at the location (possibly indoors or, if outdoors, then secluded I'd say), they'll take off their clothes but may put on a robe or something like that. When the time comes to take the photo, the photographer will line them up just so, to make sure that nothing sneaks onto the image that shouldn't be there and the photo is taken. Job done.
In this case, these girls basically went rowing naked on a river. You can't say it any simpler than that. Anyone near the river could have gotten a look at them. Also, the photographer couldn't line anything up so they must have simply clicked away dozens of photos, hoping that in one of them everything would be covered up.
So here is the lucky snap. But there must be 10s of NSFW ones still sitting on the photographer's hard-drive.
