I think your're right, in many cases thay probably are intentional. Here's an example though that wasn't intended, which led to a very embarrassing moment for TechTV's Cat Schwartz. This one has more to do with cropping photos than blurring them. Last year she posted the attached pictures to her blog. They seem innocent enough, but because of a bug in Adobe Photoshop...well, see my next post
