I have a Defense budget strategy that would work well, every service man and woman that served in combat would have two weeks all expense vacation anywhere they want. During that time, they would name someone who pissed them off, any one they want, and that person has to spend their two weeks first scrubbing toilets with their tooth brush, and the second week is boot camp.
