If the previous owner registered the key under his name, the license belongs to that person. I think you would have better luck with the manufacturers website. (They want it to work so you'll buy another one of their products.)
The quote isn't original. I did pick it up during my time with the USMC, but I sure don't remember who said it! We'll save that as a last resort of we can't get your computer up and running right!
