As for the 18 and over rule, I don't know about you, but I see endless 18 year olds that look like they're 16. The reason why I know this is because there's a college dormitory near where I live and I see a constant stream of this girls coming and going from there, who really don't look 18 at all, but they must be if they're attending college right? Strange, I don't remember them being that young looking when I was 18.

You better read up on the laws, being 'in public' makes no difference if the intent is there. You know how the legal system is, supposedly you cannot take pics of people on private property, but how does the papparazzi in hollywood get away with it?
All you have to do is get caught in the wrong circumstances and you are toast. Age means nothing - you can argue all day long you thought that 16 yr old was 18 or older - there are gals that have fake ID that says they are 20-22-24 - it doesn't matter - you are somehow just supposed to 'know' if someone is underage or not. Look at Laurance Taylor the football player - he was convicted of sex assault on a minor even though that minored testified she told him she was 22 and had fake ID that said the same (she was 15 or 16). Still, Taylor got screwed.
Like you guys, I know some 16 yr olds that can pass for 22-24 all day long. It doesn't matter.
Beyond that, age means nothing with upskirting and the law, you just get charged with a few more things if they are under age.
