Captain, I'm not sure about the eyes, but from my manga readings I believe it's used to say "this character mind goes dizzy". Whenever the dizziness is from excess heat (hot springs), overhelming situation (trying to understand quantum mechanics) or physical trauma (mallet to the head) doesn't seem to matter.
