I'm voting for the guy being mentally unstable. A naturist doesn't walk around with shorts on. And a naturist doesn't constantly roam and ogle other naturists. I don't think he's a cruising gay guy either because those guys don't wear shorts when they are cruising - they like to advertise their "wares". A guy like this knows that what he is doing isn't well received and that he is a nuisance. And exposing Pedro is not going to make him the hero of the beach either. Just the same, Pedro would easily be collateral damage from a guy walking up and inadvertently messing with Pedro and his stuff.
I'm not sure moving away from the beach temporarily is the best solution. I think the idea of leaving the equipment at home and then hitting the beach and making the guy feel very unwelcome is better. Pedro will not have to worry about anything being exposed during that period and can probably get the guy to keep his distance permanently from then on.
