I am having trouble with one of the 'roaming voyeur' men, at one beach. He seems to be watching me and whenever I am in position for shooting (i.e. laying on my front under the parasol), he pops up walking past me quite close again and again.

I imagine on one of his earlier passes, he may have caught site of the camera. As this guy is 'everywhere' on the beach and constantly moving (and at the beach EVERY DAY), I am cooling things off there for a while.

This guy may eventually try something. I would advise to keep a close eye on him. He may or may not know that you have a camera, that does not matter. It only matters if he can publicly expose you. Do not let him near the camera. If he starts heading in your direction, be prepared to stop him. Stand up and intercept the guy. Without proof in his hand, he may not be bold enough to accuse you.
