It was several years ago. A girl was topless at the Mermaid Parade, and was arrested. I heard she got a $10K settlement from the city.

Mermaid Forced to Cover Up Settles With City for $10,000
By THOMAS J. LUECK
Published: April 23, 2003

In what one lawyer called a small victory for artistic freedom -- or at least for the bawdy traditions of the Mermaid Parade in Coney Island -- the city has agreed to settle a false arrest lawsuit filed by a woman who was detained at the 2001 parade because she exposed her breasts.

The woman, Amy Gunderson, is to receive $10,000 under terms of the settlement.

Ms. Gunderson was stopped by the police as she prepared to march wearing only a thong and with her skin covered in body paint. She was required to cover herself with a T-shirt and was issued a summons for ''exposure of a person,'' a charge later thrown out in Brooklyn criminal court.

The settlement announced yesterday ''is a reminder to the police that toplessness is legal in the state of New York,'' said one of Ms. Gunderson's lawyers, the civil rights advocate Ronald L. Kuby, who said he represented her on a pro bono basis.
