Agreed, if you look into a house or private naturist club to take pics, thats voyeurism, but anybody can take pictures in a public place, especially if the people have made the decision to expose themselves in public.

Legally, you are better to stand there openly with a camera , than you would be to try and sneak concealed pictures.
Just make sure all subjects appear over 18
