Klondike, I think you're confusing two different women and two different matches. The good news is that I can solve the mystery of the woman in the police hat.
Most of the pics you have tagged as Rachel Scott are in fact her. She played in one match, against Fiji. However, the pics below are of a different girl, who played against Wales a couple years ago.

You'll notice a few things different about these pics above. First, the opposition players are adorned with red paint, to match the kit of the Wales side, whereas in the games featuring Rachel Scott, the opposition are wearing blue wraps, to represent Fiji. You'll also notice that the girl is wearing a wristw*tch, whereas Rachel is not. And even though the pics are blurred, you can see she has a bush, whereas Rachel doesn't.
However, the wristw*tch is a dead giveaway that it's actually the girl in the cop hat in the other two pics in this thread. If you compare pics you can tell it's the same watch. And I'm sure the cop incident took place during the Wales game. I remember it from the video that was out a few years ago. I don't know if I ever saved it because the girl appeared in it (and the game) only briefly, and it was shot from far away. Not anywhere near as good as the video of Rachel.
