No she was not, she was a human who had been assimilated by the Borg as a little girl, then saved from them and de-Borged back to a human. The Borg were various species who had been captured and turned into drones by injecting them with nanoprobes, so that they became part of the collective Borg organism, like a kind of vast ant society.
