That is correct. Bikini tops with no bottom has more to do with the "swing effect"; women who want to get somewhere quick and don't want the "girls" to swing all over the place due to the fast walking pace.
But nudist resort bottomlessness may be too restrictive as a topic. Because:
1 - Cameras have a harder time making it to resort grounds.
2 - People at nudist resorts are less likely to go bottomless and more likely to seek shelter indoors if the weather is inclement.
Bottomlessness is still mostly a beach thing.
