I think that it is very common and a lot of people either don't care if they are seen or deliberately want to be seen. Certainly in Surfers Paradise, Australia where there is a forest of high rise buildings full of either tourists or short term tenants if you get the right room in the right building staying in at night and watching the "entertainment" in adjoining buildings is some of the best and cheapest fun you can have.

The funny story happened about 6 years ago when I worked on the 17th floor of an office building in Melbourne, Australia and some girls noticed something weird happening in an apartment of the building next door. They could see 2 men almost nude very briefly and on the floor but partially hidden was a woman apparently nude who was bound and gagged and seemed motionless. Unsure what to do they decided to call the police who arrived fairly quickly and were about to break down the door when the occupant answered. It turns out that the occupant and his mate were gay and were having some "fun" with a blow up doll! It was all over the papers and tv at the time.
