Oddly I was watching Frasier and saw a waitress with this type of outfit only (sadly) with a blouse on and thought that would be a great outfit minus the blouse. I googled a bit and it brought me right to good old occ for this thread. Thanks a lot and please keep posting.
Also if you know of a restaurant where the waitresses dress this way let me know. I bet they would get some serious tips!
