I realize I'm a little late to the party, but this is indeed Orlando. The road in the foreground is International Drive, the elevated walkway is the overpass that allows you to cross over International Drive from the older section of the Orlando Convention Center to the newer section, and the tall building right next to her left boob is the Peabody Hotel.

This pic was likely taken in one of the two Rosen hotels (they are right next to each other) on International Drive.

It looks like they have expanded the Convention Center since these pics were taken.
