Hey fudgeman. That screencap looks like it is from one of the many animes of the "Cutie Honey" series. Guessing from the art style, I think it is from the "Re: Cutie Honey" version.

Hi shrinkmaster. I was researching other mangas by the same author/artist of "Oh Toumei Ninger" and I found the that series that your looking for. It is called "Ikenai Day Dream".
The summary that I found is:
Without warning, Yuuri has started daydreaming, and usually fairly ecchi things. It will happen in class, at a friends house - “ just about anywhere" -she cant control it. But are these daydreams telling the future or are the just simple fantasies?
The summary I that I could think of after reading some it:
The girl, Yuuri, would have sudden sexual daydreams no matter where she is like school & work. Her fantasies usually end up with her naked or losing her clothes. Sometimes after her daydreams, similar situations happen with her losing her clothes in real life.
