For starters, don't download the source code. Compiling it is a pain, and binaries exist for most platforms. If you're new to MAME and you're running Windows, your best bet is to pick up MAME32, which has a nice GUI and is easy to use.

After you do that, you'll need some ROMs. Now, all of the ROMs are copyrighted, so before you do anything wrong, halt, because it's illegal to have binaries for emulators like mame if you don't have a license. 'Nuff said, I hope. Put any (perfectly legal) ROMs you get in the directory \roms off the root of your MAME installation, launch MAME32, and double-click the game.

You'll probably also want a cheat file. There's a good one available here; just save it in the root of your MAME installation and make sure you select the checkbox in MAME32 under Options/Default Game Options/Miscellaneous/Enable game cheats.
