Some are with pubic hair, and some are without. In Japanese those without are called Paipan. Do an image search for paipan and you will find a lot of shaved japanese photos. Most are professional, and so cannot be posted here. You can also search for Rikitake, a Japanese nude photographer, and find a lot of professional paipan photos.

The photos I am posting are from a Japanese amateur board. It seems that a lot of Japanese exhibitionists shave, but I don't think it is common for other women. Do a search for gensenfuro, and you can find videos secretly made in Japanese women's public bath houses. They were recorded by women who work at the baths, and posted on a site hosted in China. They can not be legally put on a site hosted in Japan, because they were recorded secretly without the permission of the women. You will see few if any shaved women on these videos, all have pubic hair.
