everlong057. What browser are you using? I'm using firefox and I think both it and IE have a tendency to open windows in whatever the last setting was when you closed all windows. For example, if you closed out your windows and they were all maximized then the next time you open them, the new windows will be maximized. If, however, you do not have the windows maximized (say they are only 1/3 of the screen) when you close them, they'll open on that same non-maximized setting.
I hate commenting on stuff like this 'cause I'm not overly skilled with operating systems or computers in general, but this has been the case for me in the past where new windows will not open up in full-screen size. To fix it, I've just had to maximize all windows and them close them. Upon re-opening they seem to all open up at the full screen size.
