I believe it is, and I also believe that one of the images was flipped horizontally. I am guessing that these photos occurred several years apart.
The mole is there, but harder to see in the B&W photo. It is also slightly off sides, which means one of the images has been flipped. Additionally, smaller marks appear on both photos (but flipped onto the other side - mirror image). They are harder to see on the black and white photo, but they are there.
Lastly, the bone structure is the same on both faces. And what little we can see of her eyebrows on the color photo is very similar to the eyebrows on the B&W photo.
