The West Wing episode is called; Bartlet's third State of the Union. The scene starts right at the beginning of the episode. Allison Janney's character sits on a freshly painted bench, and doesn't have time to change her pants before doing a television interview. She does the interview without her pants (wearing dark pantyhose/panties), but she's sitting at a table, and only photographed from the waist up. We do see her take her pants off, and some brief pantyhose shots. The wet paint is a running gag throughout the entire episode, and the first lady (Stockard Channing), and Kristin Chenoworth's character also lose their pants on the same bench. We don't see Stockard Channing without her pants, but the president embarrasses Kristin Chenoworth, when he walks in on her as she's dancing around, sipping champagne, and wearing nothing but a towel (at the very end of the episode).
