One West Waikiki was supposed to come out on DVD but the company never released it. Totally Busted has a couple of "best of" DVDs out, but I have no idea if that sketch is on them. I think the sketch is a more recent episode, but I don't know for sure.

I have found the "Totally Busted" clip featuring the completely naked man and woman walking around downtown Los Angeles posing as tourists. It was part of Season three episode "Hanky Pranky". Warning...there is more male nudity than female in the clip...
...but the female looks hot in the nude...
