use vitualdub.

just open up virtualdub, then drag the vobfile onto it.
you will need to use the setup options for encoding, which means video compression, audio compression and screen size. There is also ALL the editing tools you will be able to use, LIKE brightening the clip or cutting out middle sections.

PS, when ever i use virtualdub, i normally select divx codec and use mpeglayer3 sound audio.
